RECOMMENDATION:
Staff recommends the Planning Commission adopt a Resolution to:
1. Adopt Mitigated Negative Declaration.
2. Approve Combined Development Permit consisting of:
a) After-the-fact Use Permit for the removal of 43 oak trees to clear Code Enforcement case (17CE00197);
b) Administrative Permit and Design Approval to allow construction of a 2,792 square foot single story single family dwelling, a 600 square foot attached guesthouse, and a 414 square foot attached carport;
c) Use Permit to allow the removal of 25 Oak trees; and
d) Use Permit to allow construction of a driveway on slopes greater than 25%.
3. Adopt a Mitigation Monitoring and Reporting Program
The attached draft resolution includes findings and evidence for consideration (Exhibit C)
Staff recommends approval subject to 22 conditions and 6 Mitigation Measures.
