RECOMMENDATION:

 

It is recommended the Board of Supervisors:

 

a. Authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) or his designee to execute a five year agreement with Kronos Inc. including one (1) Amendment, to the Kronos Agreement, for software support and professional services at NMC for an amount not to exceed $1,439,000 with an agreement term July 1, 2018 through June 30, 2023

b. Authorize the Deputy Purchasing Agent for NMC or his designee to execute up to one (1) future amendment to the agreement which do not significantly alter the scope of work and do not cause an increase of more than ten percent (10%) (143,900) of the original cost of the agreement per the amendment.

 

SUMMARY/DISCUSSION:

 

Natividad Medical Center currently utilizes the Kronos Timekeeper to capture time for all staff employed and to capture time worked for all contracted staff.  In addition, NMC completed implementation of Attendance Manager, Basic Scheduler, Productivity and Human Resources (HR) modules.

 

NMC is requesting the approval of this agreement to allow the facility to continue to utilize the system to calculate hours worked, overtime, shift differential, determine “unscheduled shifts”, track call-offs,  track absences and tardiness along with tracking employee health data, and other HR information. In addition, NMC recommends the addition of Advanced Scheduler and Cloud Services to the current system.  Advanced Scheduler will allow NMC to move to online scheduling, automate schedule changes and provide real time schedule access to all hospital staff including twenty-four seven departments and eliminates the need to maintain paper schedules. The addition of Cloud Services will allow NMC to eliminate the need for Natividad to maintain the system on site and allow Kronos to maintain the core system and ensure that it is always up to date with the latest updates provided by the vendor.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has reviewed and approved this agreement as to legal form and risk provisions, and the Auditor-Controller has reviewed and approved as to payment provisions. The agreement has also been reviewed and approved by NMC’s Finance Committee on April 26, 2018 and by its Board of Trustees on May 4, 2018.

 

FINANCING:

 

The cost for this agreement is $1,439,000 of which $579,077 which is included in the Fiscal Year 2018-19 Recommended Budget.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

 

This agreement is for a software system which improves data processing at NMC. The use of this system directly contributes to a more efficient and effective use of resources within the organization.
