RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Chief Probation Officer to sign Agreement with Turning Point of Central California, Incorporated in the amount of $568,100, to provide Transitional and Emergency Housing services for adult offenders eligible for the AB 109 Public Safety Realignment plan for the term from July 1, 2018 to June 30, 2019; and

b. Authorize the Chief Probation Officer to sign up to three (3) future amendments to the Agreement where the amendment does not exceed ten percent (10%) of the original contract amount ($56,810), and does not significantly change the scope of work.

 

SUMMARY:

The Probation Department is recommending approval of the Agreement for the allocation of funding to the service provider for fiscal year 2018-19 to provide housing services. 

 

DISCUSSION:

AB 109 Public Safety Realignment allocates funding to counties for mandates related to adult offenders that have been realigned from the State to local jurisdictions. The Probation Department serves as lead agency and fiscal agent for the implementation of the AB 109 Public Safety Realignment plan, which allocates funding to Turning Point for employment training, job placement support and housing support.

 

The Public Safety Realignment plan for Monterey County was developed by the local Community Corrections Partnership (CCP) and approved by its Executive Committee and Monterey County Board of Supervisors. The Probation Department is responsible for implementation and financial oversight of the AB 109 Public Safety Realignment plan, distributing a total of $14,802,025 for Fiscal Year (FY) 2018-19 to county agencies and local organizations to provide services to the realigned offenders.

 

Turning Point of Central California (Turning Point) has been allocated funding in the amount of $568,100 to provide Transitional Housing and Emergency Housing Incentive Services for adult offenders eligible for the programs. A new rate structure for these services has been implemented for fiscal year 2018-2019, resulting in a new agreement rather than an amendment to their existing contract.

 

Turning Point is a non-profit agency providing services in collaboration with other AB 109 funded programs. The agency provides a residential re-entry program which offers housing with supervision, programming and support services for up to four (4) months for male and female offenders, as well as emergency housing services on an as needed basis. 

 

They also provide structured programs designed to assist with job search and placement assistance, career counseling, job referrals, job development including working with employers, and attending workshops.  This program is designed to provide the client with the skills and confidence to seek employment for a successful transition into the community.

 

OTHER AGENCY INVOLVEMENT:

The Agreement has been approved by County Counsel as to legal form and by the Auditor-Controller as to fiscal terms.

 

FINANCING:

Funds associated with this recommendation, $568,100 for transitional and emergency housing, are provided by the State, AB 109 Public Safety Realignment Act of 2011. Funding for all AB 109 programs has been authorized in the current State budget, and funding for this program is included in Probation’s Budget Unit 8165 in the recommended budget for FY 2018-2019. There is no additional cost to the County General Fund Contribution associated with this recommendation.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This recommendation to provide housing services supports key objectives of: 1) Economic Development by providing stability needed for employment opportunities to improve economic circumstances of the adult offenders; 2) Health and Human Services by providing access to County services that improve their quality of life; and 3) Public Safety by encouraging self-sustainability to aid in crime prevention and successful reintegration into the community.
