RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                       Approve and authorize the Director of Health or Assistant Director of Health to sign a three-year term Mental Health Services Agreement (July 1, 2018 to June 30, 2021) with Ronald Triplett, Master of Arts, Marriage Family Therapist (M.A., M.F.T.) for the provision of bilingual mental health services in the amount of $36,000 for Fiscal Year (FY) 2018-19, $36,000 for FY 2019-20, and $36,000 for FY 2020-21, for a total Agreement not to exceed $108,000; and

 b.                       Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($10,800) of the original Agreement amount and do not significantly alter the scope of work.

 

SUMMARY/DISCUSSION:

The County currently has Agreement A-12722 with Ronald Triplett, M.A., MFT. which will expire on June 30, 2018.  Ronald Triplett, M.A., M.F.T. provides mental health services to bilingual Monterey County residents.  The renewal of this Agreement will ensure continued provision of these services for up to three fiscal years for Spanish speaking Monterey County Medi-Cal beneficiaries and CalWORKS recipients.  The Bureau has approached other therapists to provide services to this population in order to expand the options for clients but therapists have not been interested.   

 

This Agreement contains the County’s standard 30-day “no cause” provision and a defunding provision (Section 4), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel-Risk Management and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING:

This Agreement is funded by 50% Managed Care and 50% Medi-Cal. The funds for FY 2018-19 are included in the Health Department Behavioral Health (HEA012, Unit 8410) FY 2018-19 Requested Budget. The funds for Fiscal Years 2019-20 through 2020-21 will be included in the Department’s requested budget for each fiscal year. Approval of this action has no impact on the County General Fund.
