RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Directors:

a. Approve Amendment No. 1 to the Professional Services Agreement with OneRain, Inc. to extend the terms of the Agreement through July 31, 2021; and to provide technical support associated with the Contrail Base Station software installed on two computer servers hosted by Monterey County; and
b. Authorize the General Manager to execute the Amendment.

SUMMARY/DISCUSSION:
The Monterey County Water Resources Agency (Agency) provides flood warning services to Monterey County. Agency staff monitors countywide hydrologic conditions during every significant storm event. A real time flood warning system allows Agency staff to provide hydrologic data as well as expertise to emergency managers and local law enforcement any hour of the day or night as needed for the protection of life and property in Monterey County.

The Agency has been working with OneRain, Inc. since 2006 through a series of three-year contracts. During this time, OneRain, Inc. has continued to improve their software products to keep up with changing technology, and it has provided excellent support including training via webinars.

In 2016, the Agency received grant funding from the California Department of Water Resources to start transitioning from ALERT to ALERT2 technology and to upgrade the existing flood warning monitoring software. The grant was structured to use software products from OneRain, Inc. to facilitate a smooth transition to the new software platform that supports the ALERT2 technology.
