RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Directors:

a. Approve Amendment No. 4 to the Master Energy Services Agreement with Viasyn, Inc. to extend the Agreement period through June 30, 2019, Fiscal Year 2018 -19, continue to provide energy scheduling coordination services and provide financial settlemens for the Nacimiento Hydroelectric Facility under its Power Purchase Agreement; and
b. Authorize the General Manager to execute the Amendment.

SUMMARY/DISCUSSION:
Viasyn, Inc. has provided energy scheduling coordination and financial settlement services to the Monterey County Water Resources Agency (Agency) for the Nacimiento Hydroelectric Facility under the Agency's Power Purchase Agreement since July 1, 2013. This amendment will extend the term of the contract through the Fiscal Year 2018-19.

Agency management has been in discussions with Northern California Power Agency and Bay Area Rapid Transit management to revisit the existing contracts to stabilize expenditures and revenues. Agency staff, County Counsel and outside counsel will continue to develop scenarios for further discussions that will be presented to the Committees and the Board of Directors thereafter.

OTHER AGENCY INVOLVEMENT:
County counsel and outside counsel are working with Agency management.

FINANCING:
There is no financial impact in extending the Agreement period.
