a. Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign Amendment No. 2 to Facility User Agreement No. A-13265 with Rancho Cielo, Incorporated, in the amount of $85,000, for a total contract amount of $255,000, to continue utilization of facilities, housing, and prevention and intervention programs for at-risk and adjudicated youth for an additional one (1) year period from July 1, 2018 through June 30, 2019; and
b. Authorize the Contracts/ Purchasing Officer or Contracts/Purchasing Supervisor to sign up to three (3) future amendments to this Agreement where the amendments do not exceed ten percent ($8,500) of the original contract amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign Amendment No. 2 to Facility User Agreement No. A-13265 with Rancho Cielo, Incorporated, in the amount of $85,000, for a total contract amount of $255,000, to continue utilization of facilities, housing, and prevention and intervention programs for at-risk and adjudicated youth for an additional one (1) year period from July 1, 2018 through June 30, 2019; and
b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign up to three (3) future amendments to this Agreement where the amendments do not exceed ten percent ($8,500) of the original contract amount and do not significantly change the scope of work.
SUMMARY:
The Probation Department recommends approval of the requested action to continue the collaborative delivery of services to at-risk and adjudicated youth at the Rancho Cielo campus.
DISCUSSION:
The County of Monterey has been a long-term partner with Rancho Cielo for the provision of services to at-risk and adjudicated youth countywide. Through the years, Rancho Cielo has invested in its campus, enhancing and expanding the original facilities, and providing a safe, modern and welcoming environment to program participants.
The Facility User Agreement defines the collaborative responsibilities between the parties and identifies operative, legal and insurance provisions for all Probation activities at the ranch site. Rancho Cielo houses Probation’s Silver Star Youth Program (SSYP), which provides supervision and case management, as well as treatment and support services, to court-involved youth in Monterey County. Rancho Cielo remains responsible for the operation and ongoing maintenance of the facilities on campus. Amendment No. 2 will extend the Agreement for continuation of services for an additional one (1) year through June 30, 2019.
The Amendment No. 2 to the Facility User Agreement No. A-13265 is on file with the Clerk to the Board.
OTHER AGENCY INVOLVEMENT:
Amendment No. 2 to Agreement No. A-13265 has been approved by County Counsel as to legal form and by the Auditor-Controller as to fiscal terms.
FINANCING:
Funding for continuation of services in the amount of $85,000 is contained in Probation’s Recommended Budget for FY 2018-19. There is no additional cost associated with the recommended action.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This recommendation supports the Board of Supervisors Strategic Initiatives of: 1) Economic Development by providing employment opportunities and helping to improve economic circumstances of the adult offenders; 2) Health and Human Services by providing access to County services that improve their quality of life; and 3) Public Safety by encouraging self-sustainability to aid in crime prevention and successful reintegration into the community.
