RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Adopt the Plans and Specifications for Laguna Seca Start-Finish Bridge, Project No. 8406, Bid Package No.10675; and
b. Authorize the Resource Management Agency (RMA) Deputy Director of Public Works, Parks & Facilities to advertise for bids in the Monterey County Weekly.

SUMMARY/DISCUSSION:
Staff is seeking adoption of the Plans and Specifications and authorization to advertise for bids for Laguna Seca Start-Finish Bridge, Project No. 8406, Bid Package No.10675 (Project). The bid opening is set for Thursday, August 2, 2018, at 2:00 p.m., in the Board of Supervisors' Conference Room 1032, Monterey County Government Center, 168 West Alisal Street 1st Floor, Salinas, California 93901. The recommended action authorizes staff to proceed with the advertisement and bid selection for the Project.

The existing Start-Finish Bridge allows pedestrians access from the public parking into the track's paddock area. The bridge was built in 1981. Although it has undergone several repairs and retrofits in the last 10 years to make it safe and serviceable, the structure is beyond its life cycle.

County staff has proceeded with environmental, architectural design, and engineering phases of the Project. On June 13, 2017, the County filed a Notice of Categorical Exemption from the California Environmental Quality Act (CEQA) because the Project involves replacement of existing structures on the same site with substantially the same purpose and capacity (CCR Chapter 3, Article 19, Section 15302 Replacement or Reconstruction).
