Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Meals on Wheels of the Salinas Valley for $282,675 to provide home-delivered meals to seniors in Salinas, North and South Monterey County regions for the period July 1, 2018 through June 30, 2019; and

b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this Agreement, where the total amendments do not exceed 10% ($28,267) of the original contract amount, and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

Meals on Wheels of the Salinas Valley (MOWSV) improves the health and well-being of seniors who cannot shop or cook for themselves by delivering nutritious meals to their homes. This helps seniors to age in place and be as independent as possible. It is anticipated that a combined 40,000 meals will be served through this agreement in the Salinas, North, and South Monterey County regions.  

 

This Agreement is in alignment with, and funded by, the Federal Older Americans Act (OAA).  This Agreement was awarded to MOWSV through a formal Request For Proposal (RFP #10606) process in April 2017. The Department of Social Services follows purchasing and contracting procedures required by the California Department of Aging that oversees all programs funded through the OAA. 

 

OTHER AGENCY INVOLVEMENT:

Funding is provided by the OAA. Sufficient appropriations and estimated revenues in SOC010 are included in the FY 2018-19 Recommended Budget.

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working towards the goals of improving health and quality of life outcomes by providing nutrition services to seniors in Monterey County.
