RECOMMENDATION:

 

It is recommended the Board of Supervisors:

SUMMARY/DISCUSSION:

 

Natividad Medical Center seeks approval for an extension of the Agreement for Health Information Exchange Services, pursuant to which Central Coast Health Connect (CCHC) shall perform health information exchange services related to the County's participation in the Health Information Organization (HIO).

 

Natividad Medical Center is providing the Board of Supervisors the current Participation Agreement for the Health Information Exchange. The scope of work has not been significantly altered and approval not requested. The Participation Agreement is coterminous with the Agreement for Health Information Services.

 

CCHC was created to oversee and facilitate a Health Information Exchange (HIE), which mobilizes healthcare information electronically across organizations within the Monterey County community. In 2016, NMC joined Community Hospital of Monterey Peninsula (CHOMP) and Salinas Valley Memorial Hospital (SVMH) as the three core Monterey County hospital participants in the HIO.

CCHC's founding members are Community Health Innovations, LLC (CHI) and SVMH.  CCHC is managed by a Board of Managers. CCHC has contracted with CHI to perform day-to-day management of CCHC.

The purpose and benefit to Monterey County residents of being a hospital participant of CCHC is that the exchange of health information electronic data can improve quality, safety, efficiency, reduce health disparities, lead to improved engagement of patients and families and improve care coordination, population and public health and improve communication between hospitals, clinics and care providers all the while maintaining privacy and security of patient health information.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has reviewed and approved this amendment No. 1 as to legal form, and the Auditor-Controller has reviewed and approved as to payment provisions. This amendment No. 1 has also been reviewed and approved by NMC’s Finance Committee on April 26, 2018 and by its Board of Trustees on May 4, 2018.

 

FINANCING:

 

The cost for this amendment No. 1 is $541,074 of which $268,432 is included in the Fiscal Year 2018-19 Recommended Budget. Amounts for remaining years of the agreement will be included in those budgets as appropriate. There is no impact to the General Fund.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

 

Continued participation in the Central Coast Health Connect improves the quality, safety, efficiency of health care, reduces health disparities, leads to improved engagement of patients and families and improves care coordination, population and public health and improves communication between hospitals, clinics and care providers all the while maintaining privacy and security of patient health information.
