a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Learning Time, Inc. for Learning Disability Evaluations and Job Readiness Education Services for CalWORKs Participants in the amount of $510,000 for the period of July 1, 2018 through June 30, 2021; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($51,000) of the original contract amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Learning Time, Inc. for Learning Disability Evaluations and Job Readiness Education Services for CalWORKs Participants in the amount of $510,000 for the period of July 1, 2018 through June 30, 2021; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($51,000) of the original contract amount and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
The Agreement with Learning Time, Inc. is for the provision of adult learning disability evaluations and related services for the California Work Opportunities and Responsibility for Kids (CalWORKs) program. These services include, but are not limited to, direct instruction to individuals and groups to relieve identified disabilities which prevent success in meeting Welfare to Work goals as well as participation in Multidisciplinary Team meetings to assist customers in the CalWORKs Family Stabilization Program.
The Department of Social Services issued RFP #10651 on February 22, 2018 with proposals due March 29, 2018. Two responsive proposals were received and Learning Time, Inc. was tentatively awarded. This contract is being brought for your Board's approval.
