a. Approve and authorize the Director of the Department of Social Services to sign an agreement with California State University Fresno Foundation for $174,294 to provide direct Child Welfare Title IV-E training for Family and Children’s Services staff and others as specified by Monterey County including nonstandard termination, indemnification, and confidentiality provisions, for the period July 1, 2018 through June 30, 2019; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($17,492) of the original contract amount and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign an agreement with California State University Fresno Foundation for $174,294 to provide direct Child Welfare Title IV-E training for Family and Children’s Services staff and others as specified by Monterey County including nonstandard termination, indemnification, and confidentiality provisions, for the period July 1, 2018 through June 30, 2019; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($17,492) of the original contract amount and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
This agreement with the California State University Fresno Foundation (CSUFF) provides training to Family and Children’s Services (FCS) staff and identified community partners for purposes of professional development, leadership development, and to improve outcomes for children and families as outlined in the Performance Improvement Plan, California Department of Social Services and as required by the Continuum of Care Reform legislation which came into effect January 1, 2017. This agreement also includes ongoing coaching at the supervisorial and managerial level.
As specified and authorized by the County, CSUFF will work collaboratively with the FCS Staff Services Trainer, FCS Senior Management Team, and FCS staff to support and assess training needs, and to develop and deliver an enhanced training program for Monterey County FCS. This includes training for new staff, on-going training for existing staff, and other specific audiences as designated by FCS.
In FY 2016-17 CSUFF provided a total of 1,537 trainee hours in Social Work Trainings; a total of 300.5 trainee hours in All Staff Trainings; and 60 hours of specialized curriculum development to meet County and State requirements. A total of 33.75 contract training days were provided.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this Agreement. Risk Management cannot approve the nonstandard indemnity provisions. County Counsel has approved the Agreement as to form.
FINANCING:
This Agreement is funded by Federal Title IV-E and Social Services Realignment funds. Sufficient appropriations and estimated revenues in SOC005 are included in the FY 2018-19 Requested Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department to improve the quality of life for foster children by expanding the Department’s knowledge, skill sets and leadership. It also supports the goal of the Department’s compliance with AB403 Continuum of Care Reform.
