RECOMMENDATION:
It is recommended that the Board of Supervisors acting as the Board of Directors of the East Garrison Community Services District, receive a report on the:
a. Meeting time and place; and
b. Selection of officers
by the East Garrison Community Services District Advisory Committee for the remainder of calendar year 2018.
SUMMARY/DISCUSSION:
On October 17, 2017, the Monterey County Board of Supervisors acting as the Board of Directors of the East Garrison Community Services District (EGCSD) adopted Resolution 17-383, establishing an Advisory Committee and By-Laws for the EGCSD.
Section 5 of the EGCSD By-Laws states, “The Committee, at its initial meeting, shall organize by selecting a time and place to meet at least four times each calendar year. All meetings shall be open to the public. The time and place to meet that is established by the Committee at its first meeting shall be presented by the Resource Management Agency to the Monterey County Board of Supervisors, acting as the Board of Directors of East Garrison Community Services District at a meeting of the Board following initial meeting…” At the June 20, 2018, regular meeting of the EGCSD Advisory Committee, the Committee set the following regular meeting dates, time and location for the remainder of calendar year 2018:

October 16, 2018
Time: 6:30PM
Location: Monterey County Regional Fire District, East Garrison Station
Meeting dates for calendar year 2019, will be established at the October 16, 2018, EGCSD Advisory Committee meeting and will be presented to the Monterey County Board of Supervisors, acting as the Board of Directors for EGCSD at a meeting of the Board prior to December 31, 2018.
Section 6 of the EGCSD By-Laws states, “The Committee, at its initial meeting, shall organize by selecting from its membership a chairperson, a vice-chairperson, and a secretary. The Committee shall thereafter, at least annually, reorganize by selecting such officers. The officers selected by the Committee at its first meeting shall be presented by the Resource Management Agency to the Monterey County Board of Supervisors, acting as the Board of Directors of the East Garrison Community Services District at a meeting of the Board following initial meeting…”
At the initial meeting of the EGCSD Advisory Committee on March 31, 2018, the Committee set selected officers from its membership as follows:
Officers: Chairperson - Teri Short
Vice-Chairperson - Brian Nelson
Secretary - Richard Nieuwstad
FINANCING:
Officers of the EGCSD do not receive compensation for their service. Assessments for EGCSD will be used to fund staff costs supporting the EGCSD, including time associated with preparing this report. Fund 181-1070-DEO027-8428-EGCSD has adequate appropriations to fund staff support for FY 2018/19.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
Providing an update of the selection of the East Garrison Community Services District Advisory Committee officers and meeting schedule adheres to the Board of Supervisors Strategic Initiative of Administration by providing accountability and transparency with regards to the requirements outlined in the East Garrison Community Services District Advisory Committee By-Laws.
