RECOMMENDATION:

It is recommended that the Board of Supervisors:

In its role as Chief Elected Official of the Monterey County local workforce area, approve and authorize the Executive Director of the Monterey County Workforce Development Board to execute renewal and Amendment No. 1 to the Agreement with the Council for Adult and Experiential Learning, a non-profit corporation, to develop career pathways mapping materials in the healthcare, agriculture/winemaking, and hospitality industry sectors; to increase the amount of the agreement by $20,000, from $75,000 to $95,000; and to extend the term of the agreement for an additional five (5) months for a revised term of April 4, 2018 through October 31, 2018

 

SUMMARY:

The Council for Adult and Experiential Learning (CAEL) was selected through an RFP process conducted by the Monterey County Workforce Development Board (Monterey County WDB) in early 2018 to provide a Coastal Region Healthcare Partnership Plan to support workforce development activities in healthcare, a regional priority sector. The Monterey County WDB issued the RFP on behalf of the workforce development boards of the Coastal Region Planning Unit established by the California Workforce Development Board.  The Coastal Region Planning Unit includes the workforce development boards of Santa Barbara, San Luis Obispo, Santa Cruz and Monterey counties. 

 

Based on CAEL’s efforts to conduct a supply-side inventory of locally available education and workforce training programs that provide skill development activities and credentials to support the healthcare sector, the directors of the Coastal Region workforce development boards have identified the need to develop and expand the industry sector pathways and analysis being provided for healthcare to include two additional regional priority sectors: agriculture/winemaking and hospitality.

 

The proposed Renewal and Amendment No. 1 extend the original agreement for an additional five months by changing the end date from May 30, 2018 to October 31, 2018 and add $20,000 to the original contract amount of $75,000 for services related to the additional industry sectors. Approval of the recommended renewal and amendment will help the Central Coast Region Workforce Development Boards to provide additional resources for both job seekers and business customers by:

 

1.                     Identifying and engaging hospitality and agriculture/winemaking employers willing to participate in a coastal area planning effort; and

2.                     Conducting industry sector/cluster and occupational analyses to provide career pathway mapping materials for two additional industry sectors.                     

 

The Monterey County WDB approved amendment No. 1 to its agreement with CAEL on June 6, 2018.

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed Renewal and Amendment No. 1 as to form. The directors of the workforce development boards of Santa Cruz, San Luis Obispo, and Santa Barbara concur to amendment of the CAEL agreement to add services in the agriculture/winemaking and hospitality industry sectors.

 

FINANCING:

Funding for the original agreement with CAEL and Renewal and Amendment No. 1 are budgeted in Fund 021, Appropriations Unit CAO030, Unit 8478. There is no financial impact to the County General Fund resulting from approval of Amendment No. 1 with CAEL.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Authorizing the Monterey County Workforce Development Board to amend its agreement with the Council for Adult and Experiential Learning will assist the Coastal Region Workforce Development Boards to meet the needs of job seekers and employers in the healthcare, hospitality and agriculture/winemaking sectors.

 

                     Economic Development: Through collaboration, strengthen economic development to ensure a diversified and healthy economy.

 

                     Administration: Promote an organization that practices efficient and effective resource management and is recognized for responsiveness, strong customer orientation, accountability and transparency.
