a. Approve a Standard Agreement with JGPG Corporation dba Green Line Underground Plumbing Video to provide on-call grease trap and sewer lift station pumping, water jetting and video inspection of sewer lines and storm drain lines at various locations throughout the County, Request for Proposals #10652, in a total amount not to exceed $300,000, for a period of three (3) years from June 19, 2018 to June 18, 2021, with the option to extend the Agreement for two (2) additional one (1) year periods; and
b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute the Standard Agreement and up to three (3) future amendments to the Agreement where the amendments do not significantly alter the scope of work or change the approved Agreement amount.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve a Standard Agreement with JGPG Corporation dba Green Line Underground
Plumbing Video to provide on-call grease trap and sewer lift station pumping, water jetting
and video inspection of sewer lines and storm drain lines at various locations throughout the
County, Request for Proposals #10652, in a total amount not to exceed $300,000, for a period
of three (3) years from June 19, 2018 to June 18, 2021, with the option to extend the
Agreement for two (2) additional one (1) year periods; and
b. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute the
Standard Agreement and up to three (3) future amendments to the Agreement where the
amendments do not significantly alter the scope of work or change the approved Agreement
amount.
SUMMARY/DISCUSSION:
Over the last five (5) years, the County of Monterey’s Resource Management Agency (RMA) has established several on-call agreements by prequalifying professional firms in specialized fields. The purpose of having on-call consultants is to expedite the procurement process when needing specialized expertise from a professional firm when County staff lacks the expertise or when the volume of work exceeds RMA’s capacity. These on-call agreements are utilized across the RMA, and at times used by other County Departments.
JGPG Corporation dba Green Line Underground Plumbing Video (hereinafter, JGPG) was selected for their expertise and capabilities necessary to provide on-call grease trap and sewer lift station pumping, water jetting and video inspection of sewer lines and storm drain lines at various locations throughout the County in accordance with County policies under Request for Proposals (RFP) #10652. JGPG was the only consultant to submit a responsive proposal and was given a tentative award subject to the Board of Supervisors (BOS) approval.
If the Standard Agreement (SA) with JGPG is approved by the BOS, the SA will allow for on-call services involving grease trap and sewer lift station pumping to vacuum and dispose of wastewater and sludge; water jetting to clean grease traps, sewer lines, and sewer lift stations; storm drain pumping; storm drain jetting; and video inspection of sewer lines and storm drains in a total amount not to exceed $300,000, for a period of three (3) years from June 19, 2018 to June 18, 2021, with the option to extend the SA for two (2) additional one (1) year periods. These services are often requested with very short notice due to equipment failure or weather conditions, and require quick response times.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel-Risk Management and Auditor-Controller’s Office have reviewed and approved this SA as to form and legality, and fiscal provisions, respectively.
FINANCING:
Costs associated with the SA with JGPG for on-call services are anticipated to be incurred over the next three (3) fiscal years (FY): 2018-19, 2019-20, and 2020-21. There is no minimum or maximum amount allocated per budget unit. Services can be requested as needed, and will be contained within the approved budget allocations of the RMA.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This SA will allow the County to continue maintenance of County facilities. Properly functioning waste water systems prevent public and environmental health risks.
