RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign an Amendment No. 3 to Agreement No. A-13438 with Access Support Network (ASN), adding $70, 968, for a revised total amount not to exceed $424,432 for the full term retroactive from April 18, 2016 to March 31, 2019, to continue providing services to Ryan White Part B eligible clients in Monterey County.

 

SUMMARY/DISCUSSION:

The Monterey County Health Department continues to provide services to individuals and communities in Monterey County affected by Human Immunodeficiency Virus (HIV). Access Support Network (ASN) serves the San Luis Obispo County and Monterey County communities, assisting individuals living with HIV and Hepatitis C virus (HCV) infections. ASN offers testing and prevention education opportunities for various groups throughout the community. ASN offers non-medical support services to people living with HIV in service categories allowed under Health Resources and Services Administration (HRSA) Ryan White Part B funding guidelines including but not limited to: Housing Services, Case Management (non-medical), Medical Transportation, Health Insurance Premium and Cost Sharing Assistance, and Food Bank/Home Delivered Meals.

 

Amendment No. 1 No. A-13438 modified the payment provisions, extended the terms, and amended reporting requirements.  All other terms and conditions remained the same.  Amendment No. 2 extended the Monterey County Health Department’s contract period with ASN and increased the funding amount to $353,464.  Amendment No. 3 will increase the amount of Amendment No. 2 to $424,432.

 

This work supports the MCHD 2011-2015 Strategic Plan Initiative: 1. Empower the community to improve health through programs, policies, and activities. Additionally, this work supports three of the 10 Essential Public Health Services: 3. Inform, educate and empower people about health issues; 4. Mobilize community partnerships and action to identify and solve health problems; and 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel-Risk Management, and the Auditor-Controller have reviewed and approved this Agreement as to legal form, liability and fiscal provisions respectively.

 

FINANCING:

This Agreement is fully funded by the California Department of Public Health.  There are sufficient appropriations included in the Health Department’s Public Health Bureau (HEA003-8124) Adopted Budget for Fiscal Year 2017-18 and for the Requested Budget for Fiscal Year 2018-19.
