Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Chair of the Monterey County Board of Supervisors to sign a no cost Agreement, retroactively effective July 1, 2018 through June 30, 2022, with the Cash Assistance Program for Immigrants Consortium lead county, San Mateo County, to allow eligible Monterey County Residents to receive benefits; and

b. Authorize the Chair of the Monterey County Board of Supervisors to sign up to three (3) amendments to this agreement where the amendments do not significantly change the scope of services. 

 

SUMMARY/DISCUSSION:

Through the ten county Bay Area Cash Assistance Program for Immigrants (CAPI) Consortium, this Agreement provides ongoing support to potentially eligible CAPI applicants in Monterey County to apply for, and if qualified, receive CAPI benefits.  CAPI is a program that provides cash assistance to certain aged, blind, and alter-abled legal immigrants who are not eligible for Supplementary Security Income/State Supplementary Payments (SSI/SSP) benefits solely due to the immigration provisions of Public Law 104-193and its amendments. Monterey County residents who are potentially eligible to receive CAPI benefits will be processed and supported through San Mateo County as the lead agency of the Consortium. 

 

This agreement was delayed in being brought for this Board’s approval prior to the term start date due to administrative delays between the 10 partner counties in finalizing the Agreement.

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller has reviewed and approved this Agreement.  County Counsel has approved this Agreement as to form.

 

FINANCING:

The County of San Mateo will receive funds from the State of California and process CAPI aid payments to eligible immigrants, to the extent that State funds are available for the program. 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This amendment correlates to the Health & Human Services and Administration Strategic Initiatives adopted by the Board of Supervisors by allowing the Department to partner with the ten County CAPI Consortium to provide benefits cash assistance to eligible residents of Monterey County.
