RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve the use of the Long Branch, Grey Fox, Shade Tree, Creekside, Badger Flats, and Sycamore Picnic Areas at Toro Park on October 14, 2018 for an event held by Salinas Valley Pride Celebrations, to include fundraising and commercial sales, in compliance with Monterey County Code Sections 14.12.130(A)(12) and 14.12.130(A)(14); and
b. Find that leasing a picnic area at an existing County park for a one-time event is Categorically Exempt pursuant to Section 15301 of the CEQA Guidelines.

SUMMARY:
Salinas Valley Pride Celebrations has requested to reserve the Long Branch, Grey Fox, Shade Tree, Creekside, Badger Flats, and Sycamore Picnic Areas at Toro Park to hold a fundraising and community event on October 14, 2018. The Youth Overnight Area (YONA), Oak Grove, Quail Meadows, Buckeye, Black Sage, and Deer Run Picnic Areas of the park are still available for public use. This event will include fundraiser and for-profit sales. Fundraising consists of a $10 donation for entrance, silent auction, proceeds from soda and bottled water sales, flat dollar amount from alcohol sales, and space fees charged to event vendors. The event organizer is still setting the final vendor list. RMA will obtain a complete list of vendors participating in the event prior to the event date.
