Title

Receive a report of the Park’s volunteer hours and services for the period of July 1, 2017 through June 30, 2018

Report

RECOMMENDATION:

It is recommended that the Parks Commission:

Receive a report of the Park’s volunteer hours and services, by park, for the period of July 1, 2017 through June 30, 2018.

SUMMARY/DISCUSSION:

Volunteer hours help to supplement County staff.  In response to a report on the Parks budget, the Parks Commission requested a report on volunteer hours to County Parks year-to-date.  The report includes four (4) County Parks, Jacks Peak, Manzanita, Royal Oaks, and Toro.  Volunteer hours and services reported are for the period beginning July 1, 2017 and ending June 30, 2018.

Each park calculated the following hours and cost savings:

County Park                     Number of Hours                      Cost Savings

Jacks Peak Park                     2,070                     $57,111

Manzanita Park                     1,560                     $43,040

Royal Oaks Park                     3,120                     $86,081

San Lorenzo Park                     5,620                     $155,056

Toro Park                     11,243                     $310,194

TOTAL                     23,613                     $651,482

County Parks designates its program by volunteer types, these include park hosts that live at the park, alternative work program participants, and community service volunteers.  Generally, the breakdown for hours by type is 52% live-on, 35%, alternative work program, and 13% community service (See Attachment A for more detail).  These numbers represent a cumulative number of hours for all types of volunteers, multiplied by the hourly rate of $27.59, the California volunteer hourly rate according to the Center for Volunteer & Nonprofit Leadership.

Volunteer services and projects vary depending on need by each park include park hosting, tollbooth duties such as collection of vehicle and walk-in fees, tracking vehicle and walk-in entry, directing customers, taking onsite reservations and specialty services such as carpentry, electrical and painting. Community volunteer services include clearing trash and litter, cleaning restrooms, gardening, clearing trail debris, trail restoration, landscaping projects, tree and overgrowth trimming and removal.

OTHER AGENCY INVOLVEMENT:

None.

FINANCING:

The number of volunteer hours provided to County Parks in fiscal year 2017-2018 totaled 23,613 with a cost savings of $651,482.
