RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Accept a $964,000 Grant Award from the Active Transportation Program Grant Cycle 3 for Via Salinas Valley: An Active Transportation Education Program, which will support efforts intended to promote and enhance active transportation in five Salinas Valley communities (Salinas, Greenfield, Gonzales, Soledad and King City); and

b. Approve and authorize the Director of Health or Assistant Director of Health to sign State Agreement No. 00032S, Program Supplement No. R39 with the State of California Department of Transportation in the amount of $964,000 for a 36-month term upon execution of the Agreement by the State of California.

c. Authorize the Director of Health or Assistant Director of Health to sign up to three (3) future amendments to Agreement 00032S, where the amendments in the aggregate, do not exceed 10% of the original Agreement amount ($96,400) and which do not significantly change the scope of the project

 

SUMMARY/DISCUSSION:

Due to high rates of obesity and diabetes in the County, it is imperative that we encourage residents to use active transportation and develop programs to promote and support it. The grant proposal for Vía Salinas Valley: An Active Transportation Education Program was designed to increase the rates of those who walk and bike through the identification, creation and promotion of safe routes and active transportation activities.  The $964,000 grant along with the $130,000 match from the Safe Travels Via Salinas Valley grant will provide the funding needed to enhance active transportation in the five Salinas Valley communities of Salinas, Greenfield, Gonzales, Soledad, and King City.

 

Programming proposed within the application is also designed to complement infrastructure upgrades recently made possible by the Active Transportation Program Cycle 1 grant and will be implemented by various County staff and partnering community field experts. Funding supports Safe Routes to School programs benefiting eight schools in the Salinas Valley and the larger vicinity of King City. This programming will be implemented by staff from the Public Health Bureau. Cíclovia (Open Streets) events will be implemented in each of the cities through a partnership with the Planning, Evaluation and Policy (PEP) staff from the Health Department and the local Building Healthy Communities (BHC) initiative. BHC will also be the lead on the development of a Cíclovia toolkit. Additionally, funding will support community civic engagement through the enLACE academies and active transportation policy involvement and development through our Health in All Policy (HiAP) efforts. These efforts will be led by staff from the PEP unit. 

 

This work supports the Monterey County Health Department 2018-2022 strategic plan initiatives: 1) Empower the community to improve health; and 2) Enhance community health and safety through prevention. It also supports the following of the ten essential public health services, specifically:  3) Inform, educate, and empower people about health issues and 4) mobilize community partnerships and action to identify and solve health problems.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Management has reviewed and approved this Agreement as to legal form and liability provisions.

 

FINANCING:

There are sufficient appropriations and revenue $483,645 in the Health Department’s FY 2018-19 Adopted Budget; the balance $480,355 of the grant will be included in the Department’s FY 2019-20 requested budget.
