RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Emergency Medical Services (EMS) Agency Director to execute a Paramedic Service Provider Agreement with City of Monterey for the period from the day of execution through January 31, 2020.

 

SUMMARY:

The Health Department seeks authorization to execute a Paramedic Service Provider Agreement with City of Monterey for the period from the day of execution through January 31, 2020.

 

DISCUSSION:

The Emergency Medical Services (EMS) Agency is designated under California law by Monterey County as the local Emergency Medical Services Agency responsible for planning, implementing, and evaluating the local EMS system throughout Monterey County.  Under California law, no person or organization may provide “advanced life support,” also known as “paramedic services,” unless that person or organization is an authorized part of the emergency medical service system of the local EMS agency.

 

Accordingly, under California law, a paramedic service provider must have a written agreement with the local EMS agency to participate in the EMS system and to comply with all applicable state regulations and local policies and procedures, including participation in the local EMS agency’s Continuous Quality Improvement (“CQI”) program. 

 

This work is not directly in support of a Health Department strategic initiative, it is in support of one or more of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel-Risk Management has approved this Amendment as to legal form

 

FINANCING:

This Agreement will have no impact on the General Fund Contribution.
