RECOMMENDATION:

It is recommended that the Board of Supervisors:

Adopt a Resolution authorizing the County of Monterey to participate in the one-time Homeless Mentally Ill Outreach and Treatment funding opportunity available as a result of SB 840 (Chapter 29, Statutes of 2018).

 

SUMMARY/DISCUSSION:

California’s Governor and Legislature have allocated $50 million dollars in one-time funding for Fiscal Year 2018-19 to counties and four eligible cities for the Homeless Mentally Ill Outreach and Treatment allocation.  The County of Monterey is eligible to receive $1,315,000 which must be expended by June 30, 2020.  The allocation was derived by using 2017 US Housing and Urban Development Point in Time Count data, the No Place Like Home non-competitive allocation county groupings, and the Department of Finance’s Demographic Research Unit county population data used for No Place Like Home.

 

In order to receive these one-time funds, the County must submit a Letter of Interest with Resolution from the County Board of Supervisors within 90 days of the enactment of the Budget Act of 2018, Chapter 29.

 

Therefore, it is recommended that your Board adopts this Resolution to allow the County of Monterey to apply for this one-time funding.

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan initiatives: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one or more of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The County Administrative Office received notification from the State Department of Health Care Services and delegates the Department of Health to serve as the primary contact for the county.

 

FINANCING:

Adoption of this Resolution will allow the County to apply for this one-time funding.  Should additional revenues and appropriations be required, the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) will present a Budget Augmentation to the Board through their Budget Committee for consideration and approval.
