RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Reject all bids presented for Laguna Seca Start-Finish Bridge, Project No. 8406, Bid Package No.10675; and
b. Direct staff to reevaluate its cost estimates and project scope, then readvertise for bids at a later date.

SUMMARY/DISCUSSION:
On August 2, 2018, the County opened sealed bids for Laguna Seca Start-Finish Bridge, Project No. 8406, Bid Package No.10675 (Project). Two qualified contractors submitted responsive bids. The apparent low bid, at $7,750,000, exceeds the engineer's estimate by almost 60%.
The recommended actions close out Bid No. 10675 and allow staff to closely evaluate the existing project scope and materials in order to reissue bids in the future for a project that more closely fits the needs and budget.

The existing Start-Finish Bridge allows pedestrians access from the public parking into the track's paddock area. The bridge was built in 1981. Although it has undergone several repairs and retrofits in the last 10 years to make it safe and serviceable, the structure is beyond its life cycle.

No date for readvertising the revised Project has been determined at this time. The revised Project, when complete, will replace the existing wooden pedestrian bridge that spans the track at the Start-Finish line with a fully accessible pedestrian bridge, including site work, fabrication and construction of bridge, approach ramps and stairs with a structural capacity for existing and projected pedestrian loading.

OTHER AGENCY INVOLVEMENT:
Resource Management Agency coordinated with the County Administrative Office and the Sports Car Racing Association of the Monterey Peninsula (SCRAMP) to develop the Project, including Plans and Specifications.
