RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Authorize the Director of the Information Technology Department to execute an Order Form with Equinix, LLC. for continued colocation of County technology infrastructure within an Equinix-hosted facility, retroactive to July 25, 2018 through October 15, 2019, adding an additional $56,470.00 to the original amount of $27,256, for a total agreement amount of $83,726.00;

b. Accept additional non-standard contract provisions as recommended by the Director of Information Technology;

c. Authorize the Director of Information Technology to execute order forms and change order forms as necessary to secure services as required by the County; and

d. Authorize the Director of Information Technology to sign, subject to County Counsel review, up to three (3) additional amendments or Order Forms to this Agreement, extending the term by one (1) year each, where the total amount of additional  amendment or Order Form does not exceed ten percent of the amended agreement cost ($8,372.00) and where the amendments or Order Forms do not significantly change the scope of work and do not alter the non-standard terms of the Agreement.

 

SUMMARY/DISCUSSION:

In July of 2017, the Board of Supervisors approved a one (1) year agreement for colocation services with Equinix, LLC. The IT Department is now asking to extend that agreement for fifteen (15) months in order to continue services.

 

As more services are moving to the Cloud, Equinix’s Cloud Exchange can be utilized by the County to provide consistent and predicable data transport services to and from the Cloud. County ITD will be utilizing Equinix to expedite transport of Microsoft Azure tenant. Specifically, County ITD will use services for colocation of rack in an Equinix data center to host County’s BGP router peering with Microsoft, Equinix consulting services to setup ExpressRoute, and virtual circuit bridging traffic from the colocation data center to Microsoft’s data center.

The County of Monterey IT Department is also requesting, under a separate report, the Board of Supervisor’s authorization to execute an agreement for a Cloud Exchange strategy and solution, and cloud enablement professional services.  That agreement, with EPS Enterprises, Inc., works with this Equinix, LLC agreement for co-location of County technology in an Equinix data center to enable I.T.D. to provide County Departments with improved Microsoft Azure services.

 

The proposed Equinix Order Form does not alter non-standard contract provisions previously approved by the Board of Supervisors.

 

OTHER AGENCY INVOLVEMENT:

County Counsel cannot approve this Order Form due to the following additional non-standard provisions:  auto-renewal unless County provides advance written notice of termination at term end, and vendor’s unilateral right to increase fees for services.  County Counsel cannot approve continuance of previously approved non-standard terms.

 

FINANCING:

The cost of this Equinix Order form, extending colocation services is $56,470.00, of which $47,876 has been included in the FY18-19 Approved Budget for the Information Technology Department, ITD 1930, Unit 8436, Appropriations Unit INF002. Transactions relating to future fiscal years will be included in each respective Recommended Budget based upon the anticipated utilization of the services.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

ITD continues to align its technology with County’s goals and priorities by strategically investing in Cloud technologies such as Microsoft ExpressRoute to the Azure tenant and Equinix’s Cloud Exchange. The Equinix project will enable County to have consistent and predicable transport services to and from the Cloud, and will therefore pave the way for the smooth transformation from an on-premise to a Cloud-based technology infrastructure operation model.
