RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Accept a $5,000 Grant Award from the Tides Foundation, at the recommendation of the Center for Care Innovations (CCI), in partnership with the California Health Care Foundation, to support the Health Department’s role as a Technology Hub participant to collaborate, test, learn, and share about technologies that bring value to care delivery to safety net health systems; and   

b.                     Authorize the Director of Health or Assistant Director of Health to accept the Terms and Conditions of Grant No. 1806-52621, on behalf of the Health Department, Clinic Services Bureau in the amount of $5,000, effective upon acceptance of the Grant Award payment.

 

SUMMARY/DISCUSSION:

The Health Department Clinic Services Bureau (Health Department) operates nine community clinic sites designated as Federally Qualified Health Center Look-Alikes (FQHC-LA), which provide preventative, primary, and specialty medical care services. 

 

The Tides Foundation, at the recommendation of the Center for Care Innovations (CCI) Fund, in partnership with California Health Care Foundation, has awarded the Health Department’s Clinic Services Bureau a grant to provide funding under their Technology Hub program, which goal is to partner with safety net health systems to vet, pilot, evaluate, and spread innovative digital health solutions targeting Medi-Cal markets and underserved communities.  On July 6, 2018, the Health Department was awarded a no-application grant in the amount of $5,000 to support Health Department’s role as a Technology Hub participant.  The terms and conditions of Grant No. 1806-52621 are outlined in the award letter and agreement to those terms is based upon acceptance of the award payment. 

 

Approval of the recommended action will allow the Health Department to take part in the Technology Hub activities.

 

This work supports the Monterey County Health Department 2018 - 2022 Strategic Plan initiative to:  Engage MCHD workforce and improve operational functions to meet current and developing population health needs. It also supports one or more of the ten essential public health services, specifically: 4) Mobilize community partnerships and action to identify and solve health problems, 9) Evaluate effectiveness, accessibility, and quality of personal and population-based health services, and 10) Research for new insights and innovative solutions to health problems.

 

OTHER AGENCY INVOLVEMENT:

County Counsel, Auditor-Controller, and Contracts/Purchasing have reviewed and concur with the recommendation.

 

FINANCING:

The Technology Grant No. 1806-52621 is for $5,000. While sufficient appropriations are available in FY 2018-19 Adopted Budget for Clinic Services Bureau, Health Department (4000-HEA007); the funds from this grant will help offset a portion of Clinic Services Bureau’s expenditures of projects pertaining to technology solutions.
