RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Contracts Purchasing Officer, or his designee, to execute an agreement with DELTAWRX, LLC for project management and related services for the Monterey County Next Generation Radio System Project, retroactive to July 1, 2018 through September 30, 2018, for a total not to exceed $60,000.

SUMMARY/DISCUSSION:

In December 2010, the Board of Supervisors approved a contract with DELTAWRX, LLC to provide project management and associated services for the design and implementation of the Monterey County Next Generation Radio System Project (NGEN).  DELTAWRX continues to prove to be a valuable partner in the development of NGEN functional requirements, telecommunication radio site development, and radio frequency acquisition.  DELTAWRX has also successfully coordinated with the prime NGEN contractor, Harris Corporation, multiple County departments, and cities and regional first responder agencies participating in the NGEN system.

 

The previous DELTAWRX contract expired on June 30, 2018. Before June 2018, the NGEN project was expected to be completed by the close of Fiscal Year 2017-2018.  The project has now continued into Fiscal Year 2018-2019.  A new contract extending the services into FY 2018-2019 is proposed for the Board’s approval, providing for NGEN project management services through the end of September 2018.  DELTAWRX signed the proposed agreement but delayed in producing documentation of insurance coverage, including endorsements naming the County as an additional insured on its general commercial and automobile policies, as required by the County’s Standard Contract.  DELTARX eventually met the insurance requirements of the agreement, taking approximately a month to do so. 

 

As the NGEN project comes to a close, the NGEN Project Implementation Team seeks the continued support of DELTAWRX to conclude the project and to hand over all documents in its possession to the County, as it is the NGEN Project administrator.  DELTAWRX is also needed to participate in the NGEN project debrief period. The Board’s approval of the agreement, retroactive to July 1, 2018 is recommended in order to ensure successful completion of the NGEN project.

 

The NGEN Project is scheduled to be complete on October 16, 2018.

 

OTHER AGENCY INVOLVEMENT:

The agreement with DELTAWRX has been reviewed by County Counsel as to form.

 

FINANCING:

The costs of the proposed Agreement with DELTAWRX represents the amount that was not spent in FY 2017-18 and is delayed into FY 2018-19.  The costs are included as part of the FY 2018-2019 NGEN Project Budget (Fund 405).  Approval of the proposed agreement will not require funding from the County General Fund.
