RECOMMENDATION:

 

It is recommended the Board of Supervisors:

 

a. Authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) or his designee to execute an agreement with Clean Harbors Environmental Services, Inc. for waste transportation and disposal services of rendered non-retrievable and unusable pharmaceutical waste on an as-needed basis at NMC for an amount not to exceed $3,500 with an agreement term October 1, 2018 through September 31, 2019.

b. Authorize the Deputy Purchasing Agent for NMC or his designee to execute up to three (3) future amendments to the agreement which do not significantly alter the scope of work and do not cause an increase of more than ten percent (10%) ($350.00) of the original cost of the agreement

 

SUMMARY/DISCUSSION:

 

Clean Harbors Environmental Services Inc. specializes in providing environmental and hazardous waste management services to private and government agencies.  It is based in Quincy, Massachusetts with a local office in San Jose, California.

 

Clean Harbors will provide services to NMC including, but not limited to remediation services, industrial maintenance services, lab pack and waste transportation and disposal services of rendered non-retrievable and unusable pharmaceutical waste on an as-needed basis.

 

Approving the Clean Harbors Environmental Services Inc. agreement will help move NMC towards a strong and front line program as it relates to collection, transportation, and disposal of medical waste materials that accumulate in a medical facility. This is the best possible environmentally friendly solution to our controlled substance, biohazards, & pathogens mitigation as they are rendered irretrievable and non-unusable through incineration at an approved and licensed facility. Clean harbors offers sound liability protection, while meeting Federal and State regulations.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has reviewed and approved this agreement as to legal form and as to risk provisions, and the Auditor-Controller has reviewed and approved as to payment provisions. The agreement has also been reviewed and approved by NMC’s Finance Committee on June 28, 2018 and by its Board of Trustees on July 13, 2018.

 

FINANCING:

 

The cost for this agreement is $3,500 which is included in the Fiscal Year 2018-19 Adopted Budget.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

 

These services offer us the ability to keep serving our patients to safely dispose of the hazardous waste that is generated through such care.
