RECOMMENDATION:

It is recommended that the Board of Supervisors appoint two members of the Board of Supervisors to serve on an Ad Hoc Tenant Commissioner Selection Committee for the Housing Authority of the County of Monterey.

 

SUMMARY

 

The Housing Authority of the County of Monterey operates under a seven member Board of Commissioners. Two of these Board members reside in Housing Authority family or elderly housing units and are selected to represent the needs and concerns of tenants (Tenant Commissioners). Each of the commissioners is appointed by the Monterey County Board of Supervisors. There are currently two vacancies for Tenant Commissioners which need to be filled. 

 

On November 30, 2004, the Board of Supervisors adopted a process for Tenant Commissioner Selection.  The process requires the formation of an Ad Hoc Tenant Commissioner Selection Committee which is comprised of two members of the Board of Supervisors and two Housing Authority Commissioners.  The Ad Hoc Committee will review tenant commissioner applications, conduct interviews, and make recommendations on Tenant Commissioner appointments to the Board of Supervisors.

 

BACKGROUND

 

The Housing Authority of the County of Monterey was created under the authority of the Health and Safety Code by Resolution which identified a need for safe and sanitary low income housing, by the Monterey County Board of Supervisors on March 17, 1941.

 

The Housing Authority of the County of Monterey is a public agency that provides rental assistance and develops and manages affordable housing throughout Monterey County, California. Its mission is “To provide, administer, and encourage quality affordable housing and related services to eligible residents of Monterey County”.  The Housing Authority accomplishes its mission by providing a variety of housing and services through: housing choice vouchers (formerly Section 8), public housing, farm labor housing, and tax credit and other affordable housing programs. The Housing Authority partners with a broad spectrum of community non-profits, city and county agencies, and state organizations to address affordable housing and housing shortage issues.

 

The Housing Authority is supported by grants and special allocations from the U.S. Department of Housing and Urban Development and the State of California housing programs. In addition, the Monterey County Inclusionary Housing Fund often provides seed money for housing development projects. The agency receives no general fund allocation, tax increment revenue, or special funding from the State of California, the County of Monterey or any city government.

The County Administrative Office - Intergovernmental and Legislative Affairs Division drafted this report with the assistance of the Housing Authority.

 

FINANCING:

 

Adoption of the recommendations in this report will have no impact on the County General Fund.
