RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Contracts/Purchasing Officer or designee on behalf of Monterey County, to sign Amendment No. 5 with Bayside Oil II, Inc. adding $50,000 for an amount not to exceed $175,000 for used oil and filter collection, hauling, and recycling in connection with a grant for the County's Used Oil and Filter Collection and Recycling Program with no change in the term dates. Due diligence will be conducted for this Agreement to allow for competition with other vendors upon the term end date.

SUMMARY:
The Health Department's Environmental Health Bureau coordinates a countywide Used Oil and Filter Collection and Recycling Program. The State of California's Department of Resources Recycling and Recovery (CalRecycle) provides annual funding to local jurisdictions to implement their Used Oil and Filter Collection and Recycling Programs. Bayside Oil II, Inc. acts as the County's collector, hauler, and recycler for used oil and filters. A recent increased intake of used oil in this program necessitates an increase of agreement funding.

DISCUSSION:
Since 1994 Monterey County, through the Health Department 's Environmental Health Bureau, has administered a countywide Used Oil and Filter Collection and Recycling Program.
