RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Receive and approve the new County of Monterey Healthy Food Policy G-120 as recommended by the Director of Health; and
b. Provide direction as appropriate.
SUMMARY:
Board Referral 2013.20 requested the development of a central repository for non-codified County policies relating to the conduct of the public’s business. All policies are reviewed and updated as appropriate.
DISCUSSION:
The Board of Supervisors Board Policy Manual, an electronic platform was created to develop a central repository for non-codified County policies. The Board of Supervisors approved the platform known as the “Board Policy Manual” including a policy, procedures, and a standard policy template on April 25, 2017.
The Health Department presents the following proposed policy G-120, Healthy Food Policy, for Board of Supervisors consideration and approval.
G-120, Healthy Food Policy
The policy supports healthy living by ensuring that food and beverages offered, purchased, and provided by the County are of maximum nutritional value. Included is the “Monterey County Healthy Food Policy Toolkit” that supports the County’s efforts to foster health and create work environments in which opportunities to eat healthy are accessible and achievable for all staff and visitors.
This new policy is also referenced in policy A-40 titled “Healthy Vending Machine Policy”. Policy A-40’s scope is limited to providing County standards for vending machine provision and operation in County facilities and references the nutritional requirements of beverages and snacks in in those vending machines. Policy G-120, establishes more comprehensive health nutrition standards to be met County wide, so any old references in Policy A-40 are deemed obsolete and should be replaced with the standards in G-120.
OTHER AGENCY INVOLVEMENT:
The County Administrative Office (CAO), CAO-Intergovernmental & Legislative Affairs Division, CAO Contracts Purchasing, and Health Department have been involved in the development of the policy. The Office of County Counsel has reviewed the changes proposed to Policy G-120.
FINANCING:
County Administrative Office - Department 1050, Intergovernmental & Legislative Affairs Division-Unit 8054 manages the Board Policy Manual. Approval of the recommendations will not result in additional general fund contributions.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The Strategic Initiative Policy Areas integrate with the Board Policy Manual Policies.
