RECOMMENDATION:

It is recommended that the Budget Committee receive a Presentation on the 2018-19 Special District Annual Report.

 

SUMMARY/DISCUSSION:

The County of Monterey has been utilizing a variety of special districts for nearly 60 years to provide services to County residents including 37 active County Service Areas (CSA), two County Sanitation Districts (CSD), and most recently, one Community Services District. 

 

CSAs are areas of local government formed under the direction of the Board of Supervisors to provide one or more extended services that the County does not provide to the same extent countywide.  Current active CSA services include streetlighting, street and sidewalk maintenance, surface water disposition and storm drainage, levee maintenance and repairs, parks/recreation/parkway facilities, and sewer services.  A list of CSAs and their active services is provided as Exhibit 1 in the attached Special Districts Annual Report.

 

CSDs, also areas of local government formed under the direction of the Board of Supervisors, provide for sewer services.  The Pajaro County Sanitation District (PCSD) provides for sanitation collection in the communities of Pajaro, Las Lomas, Bay Farms, and a portion of the Sunny Mesa community.  The Boronda County Sanitation District (BCSD) provides for sanitation collection services in the Boronda community and water treatment and distribution in the San Jerardo community.

 

The most recently created special district is the East Garrison Community Services District (EGCSD), established in 2006 to provide for regional and neighborhood parks and open space maintenance, storm drain and flood control system maintenance, and maintenance of perimeter County roads.

 

The 2018-19 Special District Annual Report (Attachment A) provides an overview of the special districts with a focus on the financial and operational status of these districts and strategies necessary to ensure future sustainability of each district. The 2018-19 Annual Report includes summary of accomplishments from the prior fiscal year 2017-18 and outlines a workplan of anticipated accomplishments for fiscal year 2018-19.

 

 

 

 

OTHER AGENCY INVOLVEMENT:

The Monterey County Local Agency Formation Commission (LAFCO) is responsible for establishing special district boundaries and is mandated to update municipal service reviews and spheres of influence for all specials districts every five (5) years.  County Counsel has reviewed this report.

 

FINANCING:

There is no impact to the General Fund to receive this presentation. 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Individual CSA work plans, assessment requirements, and capital project strategies support the Administrative, Infrastructure, and Public Safety Strategic Initiatives by ensuring CSA fiscal sustainability.
