Approve Amendment No. 2 to the Professional Services Agreement with OneRain, Inc. to extend the terms of the Agreement through June 30, 2020; and authorize the General Manager to execute the Amendment.

 

Report

RECOMMENDATION:

It is recommended that the Monterey County Water Resources Agency Board of Directors:

 

a.  Approve Amendment No. 2 to the Professional Services Agreement with OneRain, Inc. to extend the terms of the Agreement through June 30, 2020; and

b.  Authorize the General Manager to execute the Amendment.

 

SUMMARY/DISCUSSION:

On September 19, 2016, the Board of Directors approved a professional services agreement with OneRain, Inc., in the amount of $142,177, to upgrade the central base stations, the radio repeaters, and the data concentrator of the Agency's flood warning system from Automated Local Evaluation in Real Time (ALERT) to ALERT2 technology.

Tasks completed to date for this project include the installation of the computer servers that will be used as the central base stations of the Agency's flood warning system and the purchase of the radio transmitters and the data concentrator that make up the backbone of the ALERT transmission network.  Work currently being done is the final configuration of the central base stations that will allow the Agency to provide real time rainfall and streamflow information to the public.

The part of the project that has been delayed is the installation of the transmitters and the data concentrator.  There have been a couple of significant reasons for this delay.  The initial delay was primarily a result of a damaged bridge on Hwy 1 and landslides in the Big Sur area during the 2017-2018 winter that impeded practical access to two remote sites that are part of the backbone network of the ALERT network.  The original agreement was amended to extend the terms of the amendment from December 31, 2017 to December 31, 2018 due to this delay.

The second significant delay of the transmitter and the data concentrator is the complex process for obtaining a license and permits from Federal and State agencies for a radio frequency to be used for the implementation of this hardware upgrade.  MCWRA staff has been working since last year with staff from the Monterey County Information Technology and Telecommunications departments to submit the paperwork to obtain the permits for the installation of the equipment.  It’s currently estimated that the permits needed for this project will be received by the end of this calendar year.  Because of this delay, the agreement is being extended to June 30, 2020.

FINANCING:

Extension of time only.  There are no changes to the total payment stipulated in the original agreement.  Funding included in Fiscal Year 2017-18 Fund 111 budget.
