RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and adopt a Tentative Side Letter Agreement between the Service Employees International Union (SEIU) Local 2015, representing the In Home Supportive Services Providers, effective upon Board approval, retroactively back to June 28, 2018.

SUMMARY/DISCUSSION:

The Monterey County Public Authority for In-Home Supportive Services (IHSS) are in negotiations with SEIU Local 2015 to extend and revise their current Memorandum of Understanding (MOU) and this side letter addresses conditions of the MOU that are retroactive back to June 28, 2018.    

OTHER AGENCY INVOLVEMENT:

The side letter was negotiated with SEIU Local 2015.

 

FINANCING:

There are sufficient appropriations included in the IHSS Public Authority 005-5010-SOC008-8259 FY 2018-19 Adopted Budget and will be financed with 1991 Sales Tax Realignment through an operating transfer from the IHSS 001-5010-SOC001-8254 Adopted Budget.  Approval of this action has no additional impact to Social Services County General Fund Contributions.

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The recommended action addresses the Board of Supervisors’ Administrative Initiative by demonstrating good faith bargaining efforts toward a successor MOU for over 4,000 IHSS providers.
