RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Supervisors:

a. Approve increasing the administrative contract purchasing authority limit for the General Manager, of the Monterey County Water Resources Agency, from $25,000 to $100,000; and,
b. Authorize the General Manager to engage independent contractors to provide goods and services on behalf of the Agency where the aggregate cost does not exceed $100,000.

SUMMARY/DISCUSSION:
Approval of this action will allow the General Manager of Monterey County Water Resources Agency to initiate and execute agreements of up to $100,000 without Board of Director approval. The current administrative contract purchasing authority limit for the General Manager of the Agency is $25,000.

This action item was previously brought before the Agency's Board of Directors in October and the Motion was denied. However, a communication recently received from the County Administrative Officer (CAO) recommends the limit be raised. The CAO cited the Agency's need to "...rapidly contract services to ensure that flood control obligations and life/safety projects of the Agency are met".

Therefore, notwithstanding the Board of Directors' decision to deny the Motion, staff is requesting that the Board of Supervisors recommend that the limit be raised to $100,000.
