RECOMMENDATION:

 

It is recommended the Board of Supervisors:

 

a.                     Authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) or his designee to execute amendment no. 2 to the agreement with SwipeSense, Inc. for SwipeSense Platform, extending the agreement an additional one (1) year period (November 1, 2018 through October 31, 2019) for a revised full agreement term of November 1, 2016 through October 31, 2019, and adding $43,500 for a revised total agreement amount not to exceed $143,500.

SUMMARY/DISCUSSION:

 

Healthcare workers' hands are the most common vehicle for the transmission of healthcare-associated pathogens from patient to patient and within the healthcare environment. Hand hygiene is the leading measure for preventing the spread of antimicrobial resistance and reducing healthcare-associated infections (HAIs), but healthcare worker compliance with optimal practices remains low in most settings.

 

Infection prevention is of the highest importance at Natividad Medical Center.  The best protection against hospital acquired infections is handwashing.  Monitoring rates of handwashing is a crucial way to track our infection prevention efforts, but manually tracking these rates is imprecise and burdensome.  SwipeSense technology uses sensors carried on healthcare workers to monitor their use of hand cleaners.  Rates of handwashing will be used by the hospital’s department managers to drive compliance.

 

SwipeSense will provide NMC access to “SwipeSense System Complete”, a SaaS (Software as a Service) model which is a cloud-based sensor network to monitor hand hygiene data. SwipeSense System Complete is software in the form of their algorithm, dashboard, and other various components. To optimally use SwipeSense’s services, SwipeSense will deliver and install all the necessary equipment which are the tools that collect information and for NMC to optimally use SwipeSense’s services. The equipment consists of Smart Drip Trays (hygiene sensors), Location Hubs, Communication Hubs, and badges.

 

NMC successfully piloted the technology in fiscal year 2016-17 prior to implementing across the system. This request is to extend the term of the agreement for another year so that NMC may be permitted continued use of the SwipeSense technology.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has reviewed and approved this amendment no. 2 as to legal form, and the Auditor-Controller has reviewed and approved as to payment provisions. This amendment no. 2 has also been reviewed and approved by NMC’s Finance Committee on September 27, 2018 and by its Board of Trustees on October 5, 2018.

 

FINANCING:

 

The cost for this amendment no. 2 is $43,500, all of which is included in the Fiscal Year 2018-19 Adopted Budget. Should NMC seek extensions of the original agreement, amounts for any extensions will be included in those budgets as appropriate.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

 

This agreement provides NMC with the additional support it needs for monitoring hand hygiene compliance to promote access to a healthy inpatient environment for NMC’s patients and provides reliable and quality patient care which improves the health and quality of life for patients and their families.
