RECOMMENDATION:
It is recommended that the Board of Supervisors, as the code reviewing body pursuant to the Political Reform Act, revise and approve amendments to the Conflict of Interest Code of the Salinas Valley Memorial Healthcare System.
SUMMARY:
Following the biennial review of its Conflict of Interest Code as required by Government Code section 87306.5, the Salinas Valley Memorial Healthcare System amended its Conflict of Interest Code to update its designated positions. A copy of its amended Conflict of Interest Code is attached hereto, as well as a Memorandum from County Counsel, recommending revision and approval as revised.
DISCUSSION:
Amendments to local agency Conflict of Interest Codes are authorized by section 87306 of the Government Code whenever changes are required by changed circumstances, by creation or deletion of designated positions, or by changes in the duties of designated positions.
Pursuant to sections 82011 and 87303 of the Government Code, the Board of Supervisors is the code reviewing body. It may approve the Code as submitted; revise the proposed code and approve it as revised; or return the proposed Code to the agency for revision and resubmission.
It is recommended that the Board approve the amended Code, as revised in accordance with the Memorandum of County Counsel.
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed the amended Conflict of Interest Code of the Salinas Valley Memorial Healthcare System. As revised in the attached Memorandum, the amended Code is lawful under the Political Reform Act of 1974.
FINANCING:
There is no fiscal impact upon the County of Monterey resulting from the Board's revision and approval of the proposed Conflict of Interest Code.
