RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health or Assistant Director of Health to sign an Agreement with the County of Monterey and Hospital Association of Southern California (“HASC”) in the amount of $43,826.00 for emergency services resource management software services subscription that enhance emergency preparedness for the period retroactive from September 19, 2018 to September 30, 2021; and

b.                     Accept the risk provisions (indemnification, insurance, and limitations of liability) as recommended by the Director of Health; and

c.                     Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to approve up to three (3) one year future amendments that do not exceed (10%) ($4,382) of the original Agreement and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

The Monterey County Health Department’s (MCHD) Public Health Bureau Hospital Preparedness Program (HPP) is a federally-funded initiative that enhances the ability of Monterey County hospitals and health care systems to prepare for and respond to public health emergencies, whether naturally occurring or man-made. Under HPP, the State allocates funds to counties along with guidance to achieving benchmarks within the core capabilities of: health care system preparedness, health system recovery, emergency operations coordination, information sharing, medical surge, and volunteer management.

 

The Health Department seeks Board approval of the Agreement with the Hospital Association of Southern California to provide ongoing access to the web based application used for data collection and communication between emergency medical system and healthcare stakeholders. A primary purpose of this system is for notification of other entities ability to handle patients, trauma, or if a health facility is damaged in an emergency or disaster and help is needed to keep patients safe. The start date of the Agreement is retroactive to September 19, 2018 due to the length of time it took to negotiate with the vendor additional terms needed for the Agreement.

 

The acceptance of this Agreement supports the Monterey County Health Department 2018-2022 Strategic Plan initiative: empower the community to improve health, enhance community health and safety through prevention. It also supports the following of the ten essential public health services, specifically: 1. Monitor health status to identify and solve community health problems and 7. Link people to needed personal health services and assure the provision of health care when otherwise available.

 

OTHER AGENCY INVOLVEMENT:

County Counsel-Risk Management and the Auditor-Controller have reviewed the Agreement as to legal form, risk provisions, and fiscal provisions respectively. County Counsel approved as to form. Auditor-Controller approved as to fiscal provisions. Risk Management recommended that Board approval of the Agreement be obtained.

 

FINANCING:

There are sufficient appropriations in Health Department’s Public Health (HEA003) Adopted Budget for FY 2018-19 to accommodate this action.  The requested contract is funded 100% with Hospital Preparedness Program (HPP) grant revenue.
