RECOMMENDATION:

It is recommended that the Board of Supervisors:

 

a.  Accept a grant award of $25,000 from The California Endowment, Strengthening Regional Capacity to Advance Health Equity: To strengthen leadership capacity to incorporate healing-informed racial equity principles in government to narrow disparities in health and opportunity in Monterey County (Grant ID 20192831); and

b.  Authorize the Auditor-Controller to amend the Fiscal Year 2018-19 Adopted Budget, Fund 001, Appropriation Unit CAO024, increasing appropriations and estimated revenue by $25,000, funded by The California Endowment (Grant ID 20192831) (4/5 vote); and

c. Authorize the Assistant County Administrative Officer or designee to accept and sign the Terms and Conditions of Grant ID 20192831, on behalf of the County Administrative Office, Office of Community Engagement and Strategic Advocacy in the amount of $25,000, effective upon acceptance of the Grant Award payment.

 

DISCUSSION:

It is the intent of the Monterey County Administrative Office, Office of Community Engagement and Strategic Advocacy (OCESA) to accept a grant award from The California Endowment for the Strengthening Regional Capacity to Advance Health Equity with the purpose of strengthening leadership capacity to incorporate healing-informed racial equity principles in government to narrow disparities and create opportunity in Monterey County.

 

Background:

 

The Office of Community Engagement and Strategic Advocacy has engaged in a collaboration with The California Endowment (TCE), Building Healthy Communities-East Salinas, Race Forward, Center for Social Inclusion and the National Compadres Network in a learning and education endeavor on Governing for Racial Equity. Additionally, Monterey County is a 2017 and 2018 cohort member of the Government Alliance for Racial Equity (GARE) - Northern California, a yearlong training institute. Funding granted by TCE will enhance existing efforts and build capacity with a commitment to a 2019 cohort membership to GARE granting the opportunity for departments not already represented, to participate. 

 

The grant award of a one-time sum of $25,000 will support efforts of advancing the implementation of Governing for Racial Equity principles by strengthening leadership capacity and building knowledge and expertise in the analysis and assessment of racial inequities that can be eradicated through policies and practices as administered by Monterey County. The funding will be utilized to cover the cost of attending, conducting and/or hosting trainings, workshops and expenses for these activities, for both internal County partners as well as external partners of local municipalities within Monterey County.

 

This is a request that the Board of Supervisors accept the grant award, increase the Approved Budget appropriations in the amount of $25,000, and authorize the Assistant CAO or his designee to sign the terms and conditions of the grant award (Grant ID 20192831), set forth in The California Endowment Award Letter.

 

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has reviewed The California Endowment Award Letter setting forth the Terms and Conditions of the Grant Agreement as to form. 

 

FINANCING:

The grant will provide financing for future training and technical assistance costs for the advancement and implementation of Governing for Racial Equity. The California Endowment Grant in the amount of $25,000 is a one-time award which does not require a County match. 

 

 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Acceptance of The California Endowment Grant Award will afford the increase in knowledge and build capacity for County leadership and staff to advance the efforts of implementing Governing for Racial Equity principles in Monterey County, addressing disparities that affect the health, social and economic vitality of the underserved, marginalized and vulnerable populations.
