RECOMMENDATION:

It is recommended that the Board of Supervisors adopt a resolution to:

a. Approve finding of a categorical exemption under CEQA for the Salinas Homeless Warming Shelter located at 111 W. Alisal, Salinas under CEQA Guideline section 15332;

b. Approve and authorize the Director of the Department of Social Services to sign Amendment #2 to Agreement #A-13787, adding $156,200, effective November 1, 2018, to continue operation of the Salinas Homeless Warming Shelter for the period of November 1, 2018 through February 28, 2019, increasing the contract total to $882,967 for a full contract term of December 1, 2017 through February 28, 2019; and

c. Authorize the Director of the Department of Social Services to sign up to three (3) additional amendments to this agreement where the total amendments do not exceed 10% ($88,296) of the current amended contract amount, and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

Homelessness is a serious and ongoing problem in the County of Monterey and requires immediate action by the Board of Supervisors for the preservation of the public peace, health, and safety. During the inclement weather season, persons experiencing homelessness are at high risk for hypothermia and other chronic illnesses.

 

Under the agreed upon terms contained in a separate Memorandum of Understanding approved by your Board on September 25, 2018, the County of Monterey and the City of Salinas have agreed to share costs of extending operations of the Salinas Homeless Warming Shelter located at 111 W. Alisal, Salinas from November 1, 2018 through February 28, 2019.

 

The total cost of this extension is anticipated to be $320,000. The County’s share will be $160,000 and the City’s share will be $160,000. Of the County’s share of $160,000, $156,200 is being added to the agreement with Community Homeless Solutions and the remaining $3,800 will be spent on utility costs for the shelter which are billed directly to the County.  The City of Salinas will enter into a separate agreement with Community Homeless Solutions to fund their portion of the shelter operations directly.

 

The Salinas Homeless Warming Shelter originally opened on December 1, 2017 and if approved by your Board, this amendment will continue operation through February 28, 2019.  The shelter operates 7 days a week from 4:00pm to 8:00am providing inclement weather relief for those experiencing homelessness, nightly dinner, and supportive services. 

 

Funding for future operational costs will be requested as part of the joint City of Salinas and County request for funding as part of the Homeless Emergency Assistance Program (HEAP).

 

Staff recommends that the action be found categorically exempt under the California Environmental Quality Act as in-fill development meeting the criteria in CEQA Guideline section 15332.

 

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.  The Resource Management Agency provided recommendation regarding the CEQA finding.

 

FINANCING:

On September 25, 2018, this Board approved funding for this agreement using General Fund contingencies. There are sufficient appropriations in the Community Programs 001-5010-SOC004-8258 Fiscal Year 2018-19 Adopted Budget

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This agreement correlates to the Public Safety, Health & Human Services, and Administration Strategic Initiatives adopted by the Board of Supervisors by providing a winter warming shelter during the inclement weather months when the risk of hypothermia and other chronic illnesses brought on by exposure are greatest for individuals experiencing homelessness. This action also allows the County to work collaboratively with the City of Salinas to fund the operations of the shelter.
