RECOMMENDATION:
It is recommended that the Zoning Administrator continue application (PLN160131) to the November 8, 2018 hearing to allow the applicant's biologist the opportunity to work with the Planner to finish developing Success Criteria relating to the restorative activities following the completion of grading.

SUMMARY:
On October 11, 2018, this Combined Development Permit, consisting of a Coastal Development Permit for grading within ESHA, and a Coastal Development Permit for grading on slopes of 25 percent or greater came before the Zoning Administrator. The Zoning Administrator continued the public hearing to allow the applicant to return to the October 25, 2018 hearing with appropriate Success Criteria to ensure any restoration associated with the project could be ensured into the future. The applicant has not yet provided recommended success criteria to RMA Planning. Staff is requesting a continuance to the November 8, 2018 hearing to allow the applicant's biologist to finish developing the success criteria requested by the Zoning Administrator.
