It is recommended that the Board of Supervisors:
Accept and approve the Monterey County Behavioral Health Commission 2017 Annual Report.
SUMMARY:
The Monterey County Behavioral Health Commission is forwarding its 2017 Annual Report to the Board of Supervisors.
DISCUSSION:
The Board of Supervisors established the Mental Health Commission in 1975 pursuant to Welfare and Institutions Code Section 5604, and by Board Resolutions numbers 80-12 and 86-76. On April 10, 2018, the Board renamed the Mental Health Commission to the Behavioral Health Commission (“Commission”).
The role of the Commission, among other duties, is to review and evaluate the County’s mental health needs, services, and facilities and advise the Board of Supervisors and the local mental health director as to any aspect of the local mental health program. In addition, there is a mandate to review and approve the procedures used to ensure citizen and professional involvement at all stages of the planning process for mental health services in the community.
The membership consists of one member of the Board of Supervisors and 16 members appointed by the Board. At the end of 2017, the Commission consisted of 13 Members, two (2) Associate Members, and four (4) vacancies.
The 2017 Annual Report summarizes the Commission’s history, role, and provides Commission and subcommittees membership composition. It also includes a review of Commission and Mental Health Services Act activities, as well as selected achievements of the Behavioral Health Bureau.
This work supports the Monterey County Health Department 2018-2022 Strategic Plan initiative: 1. Empower the community to improve health; and it also supports the following of the ten essential public health services, specifically: 3. Inform, educate, and empower people about health issues; and 4. Mobilize community partnerships and action to identify and solve health problems.
OTHER AGENCY INVOLVEMENT:
The Health Department, Behavioral Health Bureau and the Behavioral Health Commission collaborated in producing the 2017 Annual Report.

here is no impact on the County General Fund Contribution.
