Report

RECOMMENDATION:

It is recommended that the Board of Supervisors of the County of Monterey: 

Accept a status update regarding stakeholder involvement and staff work on the ordinance amending Chapter 15.04 of the Monterey County Code and adding Chapter 15.06 to the Monterey County Code relating to point-of-use and point-of-entry water treatment systems.

 

SUMMARY/DISCUSSION:

On September 18, 2018, Health Department Environmental Health staff presented an ordinance to the Board of Supervisors to amend Chapter 15.04 and add Chapter 15.06 to the Monterey County Code relating to point-of-use and point-of-entry water treatment systems.  The Board moved that a working group be created to review and provide input concerning the language of the ordinance, and return to the Board in 60 days to set adoption of the ordinance.

 

The working group consists of Supervisor Phillips, Health Department Environmental Health staff, and key stakeholders identified by the Board to represent their district’s needs.  The working group has met four times to review and consider language of the ordinance, and meetings are ongoing for further review.  As such, the Health Department Environmental Health staff is not yet prepared to submit the ordinance for consideration to set a date of adoption.  If approved by the Board, Environmental Health staff will   return in January with a revised ordinance and a request for date of adoption for the Board of Supervisors to consider. 

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Initiative to empower the community to improve health and it also supports tow of the ten essential public health services, specifically, 5) to develop policies and plans that support individual and community health efforts and 6) to enforce laws and regulations that protect health and ensure safety.

 

OTHER AGENCY INVOLVEMENT:

The Health Department is meeting with the working group to receive input on the ordinance.  County Counsel will review the ordinance as to form once finalized. 

 

FINANCING:

There is no financial impact for receiving this status report from the working group.  The financial impacts of funding and any actions directed by the Board of Supervisors as a result of the working group’s recommendations would be addressed in connection with the consideration of those actions.
