RECOMMENDATION:
It is recommended that the Budget Committee:

Support amending the Water Resources Agency's FY 2018-19 Adopted Budget for Fund 112 Pajaro Levee (112-9300-8484-WRA002) by increasing appropriations in the amount of $200,000 financed by unassigned fund balance.

SUMMARY/DISCUSSION:
The Monterey County Water Resources Agency (Agency) identified $200,000 in unbudgeted repairs in Zone 1, also known as the Pajaro River Levee, as a priority for FY 2018-19. The estimated cost of the unfunded maintenance includes: engineering services for culvert repair and maintenance ($25,000); construction services for levee road rehabilitation ($25,000); and construction services for replacement/repair of three existing culverts ($150,000).

The Pajaro River Levee was constructed by the U.S. Army Corps of Engineers (USACE) in 1949 to reduce the risk of flooding from the Pajaro River. The Agency is the non-federal sponsor (NSF) responsible for managing and maintaining that portion of the levee project lying within the County of Monterey. The Pajaro Levee Project is currently enrolled in the USACE's PL84-99 program. This is a Federal Emergency Assistance Program where USACE will provide the Agency with material support during an emergency involving the Pajaro Levee.

The unfunded maintenance is required for the Agency to maintain compliance and enrollment in the PL84-99 program.

OTHER AGENCY INVOLVEMENT:
This recommendation was reviewed by the County Administrative Office and County Counsel.

FINANCING:
There is sufficient fund balance to support the increase in appropriations for Fund 112 - Pajaro Levee in the Agency's FY 2018-19 Adopted Budget. If the recommendation is supported, fund is estimated to have an ending fund balance of $217,379.
