RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health or Assistant Director of Health to sign a multi-year services Agreement with California Rural Legal Assistance (CRLA) for the provision of legal and supportive services for Proposition 47 clients in Monterey County, in the amount of $47,879 for Fiscal Year (FY) 2018-19, $49,393 for Fiscal Year (FY) 2019-20 and $17,576 for Fiscal Year (FY) 2020-21 for a total Agreement not to exceed $114,848 and for a term retroactive to November 1, 2018 to October 31, 2020; and

b.                     Accept the non-standard insurance provisions as recommended by the Director of Health; and

c.                     Approve and authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($11,485) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

The Board of State and Community Corrections awarded a three-year $6,000,000 grant to the Monterey County Health Department, Behavioral Health Bureau. The Grant entitled “No Zip Code Left Behind: Addressing Inequalities Through Collaborative Partnerships” will focus on

individuals in the criminal justice system in need of mental health, substance abuse treatment and supportive services needed to eliminate barriers to successful reintegration into society and reduce the recidivism rate of people convicted of less serious crimes.

 

To perform the terms of this grant, the Behavioral Health Bureau will work with CRLA to provide one-on-one legal and supportive services to eligible clients designed to reduce or eliminate barriers to housing and employment and to enhance progress toward reintegration. The goals and objectives are to provide the appropriate supportive services aimed at increasing the progression and recovery rate for the Proposition 47 population.

 

CRLA has provided all but one insurance provision as required by Monterey County. CRLA has not provided full coverage auto liability that covers all motor vehicles including owned and leased vehicles. The Health Department requests that the Board accept the Director of Health’s recommendations to accept the non-standard insurance provisions in this Agreement, due to the unique services that only this agency can provide.

 

This work supports the Monterey County Health Department 2018-2022 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel-Risk Management, and the Auditor-Controller have reviewed this Agreement as to legal form, insurance requirements, and fiscal provisions respectively.

 

FINANCING:

The original period of the Grant is from June 15, 2017 to August 16, 2020; however, the Bureau of State and Community Corrections has extended the grant period to the term of August 16, 2021.  The grant provides program funding in the amounts of: $47,879 for Fiscal Year (FY) 2018-19, $49,393 for Fiscal Year (FY) 2019-20 and $17,576 for Fiscal Year (FY) 2020-21 for a total Agreement not to exceed $114,848. The funds for this Agreement for FY 2018-19 have been included in the FY 2018-19 Health Department Behavioral Health Bureau (HEA012, Unit 8410) approved budget and funds for FYs 2019-20 and 2020-21 will be included in the respective requested Budgets for each fiscal year.
