RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Supervisors:
Adopt a resolution authorizing the Auditor-Controller to amend the Water Resources Agency FY 2018-19 Adopted Budget for Fund 127 Moro Cojo Slough (127-9300-8489-WRA017) by increasing appropriations in the amount of $250,000 financed by unassigned fund balance. (4/5 vote required)
SUMMARY/DISCUSSION:
The Monterey County Water Resources Agency (Agency) operates and maintains the Moss Landing Road Tide Gate Facility in the Moro Cojo Slough, Agency Zone 17. The Agency identified an unfunded repair project for the completion of the permanent repairs to the existing tide gate facility located under Moss Landing Road, at Moss Landing Harbor. The estimated cost is $250,000.
The Moss Landing Tide Gate Facility prevents seawater from Moss Landing Harbor from entering the Moro Cojo Slough during high tides. The Moro Cojo Slough contains threatened and endangered species which require a brackish to freshwater habitat. In November 2015 and again in November 2016, repairs to the failing tide gate facility were made when seawater entered the slough. The 2015 and 2016 repairs are in place and functioning as designed.
As a condition of the temporary 2016 repairs the Regional Water Quality Control Board (RWQCB) requires a permanent solution to the failing tide gates be designed and installed. The Agency is requesting $250,000 to begin design and construction of the permanent repairs.
This will be a joint project between Monterey County Resource Management Agency (RMA) and the Agency. Both RMA and the Agency will be responsible for 50% of the project costs per MOU dated February 23, 2016.
OTHER AGENCY INVOLVEMENT:
This recommendation was reviewed by the County Administrative Office and County Counsel.
FINANCING:
There are sufficient fund balances to support the increase in appropriations for Fund 127- Moro Cojo Slough in the Agency’s FY 2018-19 Adopted Budget. If the recommendation is supported, fund is estimated to have an ending unassigned fund balance of $208,810. The RMA will reimburse 50% of all project costs back to Agency by MOU dated February 23, 2016.
