RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Authorize the Director of Health, or Assistant Director of Health to sign a Professional Services Agreement (“Agreement”) with Regents of the University of California, a California Constitutional corporation, on behalf of the University of California, San Francisco, School of Medicine, Department of Medicine at Zuckerberg San Francisco General, Division of Endocrinology (“UCSF”) for physician services, for the term January 1, 2019 to December 31, 2020 and an Agreement amount not to exceed $107,900; and

b.                     Approve the recommendation of the Director of Health to approve the following non-standard risk provisions regarding insurance and mutual indemnification; and

c.                     Authorize the Director of Health or Assistant Director of Health to sign up to three (3) future amendments that do not exceed 10% ($10,790) of the total Agreement amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

The Health Department Clinic Services Bureau (Clinic Services) operates nine community clinic sites designated as Federally Qualified Health Center Look-Alikes (FQHC-LA), which provide preventative, primary, and specialty medical care services. 

 

Clinic Services has contracted with UCSF since 2011 for specialty services in endocrinology, which has improved clinical care and outcomes with the patient population.  The availability and willingness of UCSF to provide accessible, high quality health care in the clinics, helps alleviate the patient from having to drive out of county for these services, which can be a hardship given they often lack the transportation and/or financial resources to travel.  The current Agreement with UCSF expires on December 31, 2018, and this Agreement is intended to replace the previous Agreement.

 

This Agreement supports the Monterey County Health Department 2018-2022 Strategic Plan initiatives: 2) Enhance community health and safety through prevention; and 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one or more of the ten essential public health services, specifically: 3) Inform, educate and empower people about health issues; and 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable. 

 

OTHER AGENCY INVOLVEMENT:

County Counsel and the Auditor-Controller have reviewed the Agreement as to legal form and fiscal provisions.

 

FINANCING:

Sufficient appropriations are available in the FY 2018-19 Health Department Clinic Services Adopted Budget (4000-HEA007). There is no financial impact to the General Fund resulting from the approval of this Agreement.
