a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Community Homeless Solutions for $162,615 to provide Monterey County Community Action Partnership priority services of Homeless Services/Emergency Shelter and Domestic Violence Prevention/ Intervention to low-income residents of Monterey County for a term of January 1, 2019 through December 31, 2019; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($16,261) of the original contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Community Homeless Solutions for $162,615 to provide Monterey County Community Action Partnership priority services of Homeless Services/Emergency Shelter and Domestic Violence Prevention/ Intervention to low-income residents of Monterey County for a term of January 1, 2019 through December 31, 2019; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this agreement where the total amendments do not exceed 10% ($16,261) of the original contract amount, and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
Formerly known as Shelter Outreach Plus, Community Homeless Solutions plays a significant role in Monterey County as a provider of shelter and homeless services to many of the most vulnerable residents in the community including: families, victims of domestic violence, single adults with children, and single men. Community Homeless Solutions collaborates with several local agencies to provide integrated case management services that support individuals in moving forward with their lives in a positive and safe manner.
Community Homeless Solutions has also taken on additional sheltering tasks during community emergencies such as residence fires and inclement weather conditions. This contract partially supports the program costs to the Women in Transition Housing Program, the Mobile Outreach Services Team, and the Salinas and Peninsula domestic violence shelters.
Community Homeless Solutions was awarded this funding through a competitive Request for Proposals (RFP #10638) process to provide domestic violence prevention/intervention and emergency shelter/homeless services to low-income individuals and families in Monterey County. Both Homeless Services/Emergency Shelter and Domestic Violence Prevention/Intervention ranked in the top Community Identified Service Priorities for 2018-2019 in the most recent Community Needs Assessment. This RFP and award process was reviewed and endorsed by the Monterey County Community Action Commission.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved as to form.
FINANCING:
Funding is provided by Homeless Funds, CalWORKs, and Domestic Violence Funds. Sufficient appropriations and estimated revenues in SOC004 and SOC005 are included in the FY 2018-19 Adopted Budget. All future year costs will be included in the requested budget for the respective fiscal years.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This Agreement correlates to the Health & Human Services, Public Safety, and Administration Strategic Initiatives adopted by the Board of Supervisors by working towards the goals of the Lead Me Home/10 Year Plan by providing services to individuals and families experiencing homelessness and through supportive interventions to domestic violence.
