RECOMMENDATION:
It is recommended that the Monterey County Water Resources Agency Board of Supervisors:

Appoint Farm Bureau Monterey representative to the Monterey County Water Resources Agency Board of Directors (Bill Hammond or Jason Smith - term ending December 31, 2022 (Full Board).

SUMMARY/DISCUSSION:
Under the Monterey County Water Resources Agency Act, the Farm Bureau Monterey nominates two persons from whom the Agency Board of Supervisors appoints one Director to the Agency Board of Directors. Jason Smith was the appointee of the Board of Supervisors representing the Farm Bureau Monterey after the resignation of Claude Hoover whose term was to expire December 31, 2018.

Sections 48 and 49 of the Monterey County Water Resources Agency Act provide:

a. That the Agency shall be governed by a Board of Directors;
b. The manner of appointment of those Directors;
c. The number of Directors; and
d. The qualifications (experience) of those directors.

In relation to the Director position in question, Section 49(b)(1) of the Act states:

"(b) Four directors shall be appointed by a majority vote of the supervisors from nominees submitted by the following groups or organizations: ? (1) One Director from a list of two nominees provided by the Monterey County Farm Bureau, who has a background in agricultural production.

Sections 50 and 51 of the Agency Act provide that Directors shall serve a four-year term, and that Directors may be reappointed in the same manner as appointment of the previous holder of the office.

OTHER AGENCY INVOLVEMENT:
The Farm Bureau Monterey has submitted a letter requesting the appointment of either Bill Hammond or Jason Smith as its representative on the Board of Directors.
