Receive a report on Resource Management Agency (RMA) Key Capital Improvement Projects for the period January 1, 2018 through June 30, 2018.

RECOMMENDATION:

It is recommended the Capital Improvement Committee receive a report on the Resource Management Agency (RMA) Capital Improvement Projects for the period January 1, 2018 through June 30, 2018.

 

SUMMARY:

A Status Report of Capital Improvement Projects for FY 2017-18 provides a summary for 57 capital projects totaling approximately $379 million: 28 Road and Bridge ($164.3 million), and 29 Facilities ($214.7 million). The report includes project costs, development phase, and status.  During this period, 15 projects were completed.  Of the remaining 42 projects in progress: 15 are under construction and 27 are in the Design/Environmental Phase. 

 

DISCUSSION:

Key Capital Improvement Projects are projects that are managed by RMA staff and have a project cost estimate over $100,000. The following project narrative provides an update on completed projects and projects with significant activity during the reporting period of January 1, 2018 through June 30, 2018.

 

COMPLETED PROJECTS

 

Cachagua Road Repair at milepost 1.5

The project consisted of repair of a slipout on a section of Cachagua Road caused by the 2017 winter rains.  The overall project cost was $2.105 million and was completed under an emergency construction contract.  The project is eligible for FEMA Cal/OES reimbursements.

 

Admin 2nd Floor TI

The project consisted of tenant improvements (TI) to the building to allow the Public Defender to move in to the second floor of the County Administration Building.  The project is completed and the departments, including the Public Defender, have move into the building.

 

1410-1412 Natividad Jail Security Improvements- Phases IV

The project consisted of Americans with Disabilities Act (ADA) improvements to select housing units, interior modification to reduce the tie-off points, and enhanced video surveillance.

 

1410-1412 Natividad - Boiler Replacements and Piping and Pump Upgrades

These projects replaced the water boilers at the adult detention center and upgraded the mixing valves and booster pumps.

 

1410 Natividad - Adult Detention Control Upgrades

The project connected the newly installed Fire Panel, Replaced Fire Devices, Smoke Heat and Duct Detectors, Manual Pull Stations, Controls, Horns, and Strobes to the existing controls.

 

Cayetano Park Improvements

The project consisted of installation of new playground equipment at Cayetano Park in Pajaro.

 

1410 Natividad/970 Circle/160 Hitchock - EEM Phase III

This project replaced several older air condition and heating units with the intent to reduce greenhouse emissions by County facilities.  Phase III in the third phase of a five-year program intended to improve the County’s energy efficiency and reduce our greenhouse gas emissions.

 

855 E Laurel - Electrical Distribution

The project replaced older and inefficient electrical transformers, panels, meters, and switchboards at the County facility located at 855 East Laurel Drive.

 

1200 Aguajito Road Seismic Assessment

The assessment consisted of a structural and seismic review of the courthouse building.

 

ITD Data Room HVAC Upgrades

The project replaced the air condition unit in the data server room at ITD.

 

1200 Aguajito - Mtry Courthouse Emergency Generator Replacement

The project replaced the emergency generator at the Monterey Courthouse.

 

PROJECTS WITH SIGNIFICANT ACTIVITY

 

Castroville Bicycle/Pedestrian Path and Railroad Overcrossing

The project consists of the construction of a bicycle/pedestrian facility to connect the community of Castroville to Castroville Boulevard.  The project includes a bicycle/pedestrian path along Salinas Road from McDougall to Axtell, a bicycle/pedestrian bridge over the Union Pacific Railroad track, and a path from the end of the bridge to Castroville Boulevard.  The project was awarded in December 2016 and the construction work is now complete.  The bridge was opened to the public in May 2018.

 

Highway 1 Climbing Lane, Carmel Valley Road to Rio Road

This project will improve traffic operations on Highway 1 from Rio Road to Carmel Valley Road by constructing a climbing lane on northbound Highway 1.  The Board awarded the construction contract in December 2017. The project is underway and scheduled to be completed in October 2018.

 

East/West Wing Renovation

This project consists of the complete renovation to the East/West Wing of the former Monterey Courthouse in Salinas.  The full project status is provided in a separate quarterly report by the County Administrative Office.

 

Jail Housing Addition

This project status is provided in a separate quarterly report.

 

New Juvenile Hall

This project status is provided in a separate quarterly report.

 

OTHER AGENCY INVOLVEMENT:

This report was presented to the Budget Committee on November 13, 2018.

 

FINANCING:

The attached FY 2017-18 Capital Improvement Projects Status Report provides a summary list of capital projects including project costs, development phase, and status.  The aggregate value of the Road and Bridge projects is $164.2 million with a $12.4 million funding gap (unsecured) and the aggregate value of the Facilities Capital projects is $214.7 million.
