a. Approve and authorize the Acting Director of the Department of Social Services to sign Amendment #1 to Agreement No. A-13978 with Alliance on Aging, adding $93,117 which increases the contract total to $532,750, for an unchanged term of July 1, 2018 through June 30, 2019 to continue providing outreach, long term care ombudsman, Health Insurance Counseling and Advocacy Program and Medicare Improvements for Patients and Providers Act services to Monterey County seniors; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) additional amendments to this Agreement where the total amendments do not exceed 10% ($53,275) of the current amended contract amount, and do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign Amendment #1 to Agreement No. A-13978 with Alliance on Aging, adding $93,117 which increases the contract total to $532,750, for an unchanged term of July 1, 2018 through June 30, 2019 to continue providing outreach, long term care ombudsman, Health Insurance Counseling and Advocacy Program and Medicare Improvements for Patients and Providers Act services to Monterey County seniors; and
b. Authorize the Director of the Department of Social Services to sign up to three (3) additional amendments to this Agreement where the total amendments do not exceed 10% ($53,275) of the current amended contract amount, and do not significantly change the scope of work.
SUMMARY/DISCUSSION:
The Alliance on Aging is the largest non-profit organization dedicated to serving older adults in Monterey County and has partnered with the Area Agency on Aging (AAA), Department of Social Services (DSS) for over 30 years. Specific services are outlined in a contract agreement each year that is funded by the Federal Older Americans Act (OAA) and monitored by AAA staff. More than 7,000 individuals are served on an annual basis by programs that include: 1) Bilingual/bicultural (English/Spanish) outreach to seniors to inform and provide enrollment into available services. 2) Ombudsman services designed to protect the elderly living in Skilled Nursing Facilities (SNFs) and licensed residential care facilities through complaint investigation, facility monitoring, and volunteer training. 3) Health Insurance Counseling and Advocacy Program (HICAP) and Medicare Improvements for Patients and Providers Act (MIPPA) services that provide extensive assistance to seniors applying and maintaining Medicare insurance.
This amendment adds an additional $93,117 to enhance existing services and is in alignment with the Federal OAA and the goals of the Monterey County AAA. This increase in the contract total is due to an increase in federal and state funding through the California Department of Aging.
OTHER AGENCY INVOLVEMENT:
The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.
FINANCING:
Funding is provided by the Older Americans Act and the California Department of Aging. Sufficient appropriations and estimated revenues in SOC010 are included in the FY 2018-19 Adopted Budget.

This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working towards the goals of improving health and quality of life outcomes by providing outreach and supportive services to seniors.
